The MSME Sambandh Portal serves as a crucial tool in monitoring the implementation of public procurement from Micro and Small Enterprises (MSEs) by Central Public Sector Enterprises. Launched as the Public Procurement Portal, its primary objective is to ensure that the Public Procurement Policy for MSEs is effectively followed. This policy, issued by the Ministry of MSME on March 26, 2012, requires every Central Ministry/Department/PSU to set an annual goal for purchasing from the MSE sector, aiming for a minimum of 20% of total annual items purchased. The MSME Sambandh portal plays a vital role in achieving this goal and also includes a special provision for women-owned micro and small businesses. Within the overall target of 25%, 3% of the total annual purchasing from Micro and Small Enterprises is specifically earmarked for purchasing from women-owned microenterprises.
The Ministry of Micro, Small, and Medium Enterprises (MSME) is an Indian governmental organization responsible for the formulation and implementation of regulations and legislation pertaining to micro, small, and medium businesses in India. Established in 1999, it holds a significant allocation of funds within the national budget. Additionally, MSME plays a crucial role in providing financial information services to the government and offers guidance on policy formulation to foster the growth and advancement of small-scale industries (SSIs). Furthermore, the regional offices of MSME serve as essential intermediaries between the State and Central governments, facilitating effective communication and coordination.
1. The introduction of the MSME Sambandh portal aimed to provide comprehensive information on government procurement activities carried out by different departments, ministries, and public sector undertakings (PSUs). This initiative promotes transparency and allows micro and small enterprises (MSEs) to assess the compliance of government departments and PSUs with the Public Procurement Policy.
2. Additionally, the portal serves as a valuable resource for MSEs to access information about the types of products sourced from micro and small companies. It presents a detailed list of products procured by central public sector enterprises (CPSEs) from various MSEs, facilitating better understanding and opportunities for collaboration within the sector.
