PAN, which stands for Permanent Account Number, is a distinctive identification number assigned by the Income Tax department of India to uniquely identify each taxpayer in the nation. This guide provides step-by-step instructions on obtaining a PAN card, covering both online application methods through NSDL/UTIITSL and offline application procedures
You have the opportunity to secure an Instant e-PAN at no cost through the Income Tax Department’s e-Filing portal. This option is available to adult individual taxpayers who have never been assigned a PAN, possess a valid Aadhaar with an active mobile number linked to it, and do not fall under the category of Representative Assessee as defined in section 160 of the Income Tax Act.
It’s important to note that the Instant e-PAN is a digital version only. If you desire a physical PAN card, you can apply for it through the NSDL (Protean) or UTIITSL website, incurring applicable charges.
Follow these steps to apply for an Instant e-PAN via the income tax e-Filing portal:
Visit the e-Filing portal homepage:
Click on “Instant e-PAN” in the Quick Links section.
Navigate to the e-PAN page:
Click on “Get New e-PAN.”
Enter Aadhaar details:
On the Get New e-PAN page, input your 12-digit Aadhaar number, confirm the details, and click “Continue.”
OTP validation:
Agree to the consent terms, validate with OTP, and continue.
Aadhaar validation:
Enter the 6-digit OTP received on your Aadhaar-linked mobile, validate Aadhaar details with UIDAI, and continue.
Validate Aadhaar Details:
Accept the terms and proceed.
Confirmation:
Upon successful submission, note the Acknowledgement Number for reference. You’ll also receive a confirmation message on your Aadhaar-linked mobile

To apply for a new PAN card online through the UTIITSL website, follow these simple steps:
Visit the UTIITSL PAN card application page:
Navigate to the UTIITSL website and, under PAN Services, select ‘PAN Card for Indian Citizen/NRI.’
Select PAN Card Application Form (Form 49A):
Click on ‘Apply for New PAN Card (Form 49A).’
Choose Application Mode:
Opt for either the ‘Physical Mode,’ where you submit the printed-signed application form at the nearest UTIITSL office, or the ‘Digital Mode,’ where the application form is signed using DSC mode or Aadhaar-based eSignature, eliminating the need for a physical copy.
Personal Details: Fill in your personal and other mandatory details in the application form.
Verify Information:
Review the filled-in information for accuracy and click the ‘Submit’ button.
Make Online Payment:
Proceed to make the payment online through available payment gateways like BillDesk or PayU India. Payment options include net banking, debit card, credit card, cash card, etc.
Payment Confirmation:
Upon successful payment, receive a payment confirmation. Save this confirmation or take a printout for your records.
Affix Photographs and Sign:
Affix two passport-sized photographs (3.5×2.5 cms) on the printed form and sign in the designated space.
Document Submission:
Attach copies of your identity, address, and date of birth proof documents to the filled application form. Submit the documents online or send them to the nearest UTIITSL office for processing and PAN card issuance.
To apply for a PAN card, you need to provide proof of identity. You can submit a photocopy of any of the following documents with your name as mentioned in the application:

(b) Alternatively, you can submit an original Certificate of Identity signed by a Member of Parliament/Member of Legislative Assembly/Municipal Councilor/Gazetted officer.
(c) You may also provide an original bank certificate on the bank’s letterhead (with the name and stamp of the issuing officer). The certificate should have a duly attested photograph and the bank account number of the applicant.
