Mandatory PAN and GSTIN:
As per the CGST Act 2017 and the Ministry of MSME notification (S.O. 1055(E) dated 05th March 2021), PAN and GSTIN are mandatory for Udyam Registration from 01.04.2021.
Re-registration for Existing Registrants:
Existing registrants with EM-II, UAM registration, or any other registration issued by an MSME authority must undergo re-registration.
Single Udyam Registration for Each Enterprise:
Each enterprise should file only one Udyam Registration. However, multiple activities, including manufacturing or services, can be specified or added within one registration.

Government Notification on Udyam Registration:
The Government of India, Ministry of Micro, Small, and Medium Enterprises, through the Gazette of India, Extraordinary, Part-II, Section-3, Sub-Section(ii), dated June 26, 2020, has introduced a composite criteria of both investment and turnover for classifying enterprises as Micro, Small, and Medium Enterprises (MSMEs). This aims to align with the new MSME definition and enhance the ease of doing business by promoting a permanent registration called ‘Udyam Registration’.

Digitalized and Paperless Process:
The Udyam Registration process is fully digitalized and paperless, eliminating the need to upload any documents.
Cost-Free Registration:
The registration process is entirely free, with no costs or fees payable.
Issuance of Udyam Registration Certificate:
Upon completion of the registration process, an e-certificate, namely the “Udyam Registration Certificate,” is issued online.
Dynamic QR Code Certificate:
The certificate includes a dynamic QR code providing access to the enterprise’s details on the portal.
Penalty for Misrepresentation:
Intentional misrepresentation in the Udyam Registration process is subject to penalties specified under Section 27 of the Act.
Integrated with Government Systems:
The online system seamlessly integrates with Income Tax and Goods and Services Tax Identification Number (GSTIN) systems, automatically retrieving details on investment and turnover from government databases. Note that exports are not included in turnover calculations.
Re-registration for Existing Registrants:
Those with EM-II or UAM registration or any other issued by MSME authorities must re-register before March 31, 2021.
Single Udyam Registration for Each Enterprise:
Enterprises are advised not to file more than one Udyam Registration. However, they can specify or add any number of activities, including manufacturing or services, within one registration.

Effective from April 1, 2021, having PAN and GST numbers is obligatory for registration.

Simultaneously, MSMEs can onboard TReDS Platform through platforms like www.invoicemart.com, www.m1xchange.com, and www.rxil.in, where invoices of receivables are traded.
Availment of MSME Scheme Benefits:
Udyam Registration enables MSMEs to access benefits from schemes such as Credit Guarantee Scheme, Public Procurement Policy, and gain an additional edge in Government Tenders, along with protection against delayed payments.
Eligibility for Priority Sector Lending:
Enterprises become eligible for priority sector lending from banks, as per the Reserve Bank of India’s guidelines. MSMEs fall under the priority sector, aligning with categories like Agriculture, Micro, Small, and Medium Enterprises, Export Credit, Education, Housing, Social Infrastructure, Renewable Energy, and Others.
